Many degree programs at htw saar have restricted admission, i.e. you must apply for a place. You can apply online via the htw saar SIM application portal:

Procedure
Applicants can also be admitted to a higher semester within the scope of available study place capacities and under certain conditions. The application for a higher semester is also made via the online portal.
Please note that in any case, proof of academic and examination achievements must be provided to an extent that enables you to continue your studies in a meaningful way.
The examination board responsible for the degree program must approve enrollment in the higher semester. Admission to the higher semester is not without risk, as all non-recognizable coursework and examinations from previous semesters must be written on the first possible examination date without attending the lecture. Exceptions to this can only be made via the examination board.
Applicants for a higher semester should always take advantage of a detailed study consultation.
In the event that an internship is required and admission for the third or a higher semester is applied for, proof of successful completion of the internship must be provided by the start of the lecture period. If the internship has not yet been completed at the time of application, please submit a certificate (proof of internship) stating that you will have completed the required internship by the start of lectures at the latest.

If your application is successful, you will receive a letter of admission:
usually in August (if the application deadline is 15.07.)
usually in February (if the application deadline is 15.01.)

Proof of language proficiency is required for certain degree programs. Details can be found in the respective study and examination regulations of the degree programs ( Study and Examination Regulations / ASPO Annexes - htwsaar).
The examination board responsible for the degree program decides on recognition after hearing the lecturer.
Recognition is generally only granted after the start of lectures.
